The study, titled ‘Supplyco and the Sustainable Development Goals: An Institutional Impact Assessment’, found that Supplyco’s combination of welfare provisioning, retail market intervention, farmer procurement and price stabilisation has helped improve the affordability and availability of essential commodities.
The assessment, based on a survey of 1,380 households in Thiruvananthapuram, 317 farmers in Palakkad and interviews with 29 vendors and small and medium enterprises, examined Supplyco’s contribution to SDG 1 (No Poverty), SDG 2 (Zero Hunger), SDG 8 (Decent Work and Economic Growth) and SDG 10 (Reduced Inequalities).
More than 90% of the households surveyed reported monthly savings of ₹400 to ₹700 through Supplyco’s regulated prices. Essential commodities are often available at prices 20% to 60% below prevailing market rates, providing an additional layer of social protection beyond the targeted Public Distribution System.
The study noted that Supplyco’s universal-access retail network enables households to purchase subsidised essential commodities irrespective of their eligibility under specific welfare categories. This, it said, strengthens household resilience during periods of inflation and economic stress.
Supplyco’s role in food security was also highlighted. Its 13-item essential commodity basket, covering rice, pulses, edible oil, sugar and other staples, contributes to year-round access to basic food items. About 94% of the households surveyed reported secure access to three meals a day, while 23% reported improved access to nutritious foods, particularly pulses.
The assessment found that Supplyco’s contribution to nutrition was more evident in improving access to staple and protein-rich foods than in significantly diversifying household diets.
The corporation’s procurement operations were found to have a significant bearing on farmers’ livelihoods. Keralam’s paddy procurement system, carried out by Supplyco, provides farmers with access to liquidity through a digital Procurement Receipt Sheet-linked credit mechanism and facilitates settlement of Minimum Support Price dues.
Supplyco’s market intervention was identified as another important contributor to reducing inequalities. The study found that the corporation helps moderate commodity prices and maintain more equitable access to essential goods among rural, tribal, coastal and low-income households.
Administrative data cited in the assessment showed that the distribution of subsidised commodities nearly doubled between 2019-20 and 2022-23, reflecting the expansion of the system during periods of heightened demand, including the Covid-19 pandemic.
The study described Supplyco’s institutional model as distinct from conventional welfare or market-driven systems because it combines retail operations, welfare delivery, agricultural procurement and price intervention within a single framework.
It noted that while countries such as Brazil and Indonesia and cooperative systems in Nordic countries operate similar components, Supplyco integrates these functions on a broader scale.
